Fixed-price filing preparation

The public filings small US public bodies and nonprofits owe, prepared for a fixed price.

We prepare three filings with hard deadlines: the lead service line inventory and replacement plan small water systems owe under EPA's rule, the annual financial reports Illinois local governments owe the Comptroller, and the Form 15644 package nonprofit parents owe the IRS under Rev. Proc. 2026-8. You send the records you already have. Your officer reviews, signs and files.

  • The full price is fixed in writing before any work starts. No hourly billing.
  • Public bodies pay on invoice after delivery, net 30. Nothing up front.
  • Every job starts with a free one-page check built from the public record.

Three services

One desk, three filings, each with a published rule and a date.

Each service is a filing the regulator expects the organization itself to submit, from records it already holds. That is why fixed-price preparation works: the rule sets what goes in, and your records set the rest.

How every job works

We prepare. A reviewer checks where the service says so. Your officer signs and files.

Every job runs by email, so you have every step in writing. The same five steps apply to all three services.

  1. Within 2 business days

    Free check

Send your system ID, unit name or organization name. We send one page built from the public record: what is due, what looks missing, and what it may cost to wait.

  2. Before any work

    Fixed quote

A one-page quote with the scope, the fixed price and a delivery date, addressed to your board if it must approve. Reply "yes" or send a purchase order.

  3. Your records, any form

    We prepare

Scans, phone photos and spreadsheets are all fine. We ask follow-up questions by email and list anything your records cannot settle.

  4. Before delivery

    Checked

Water kits go to an experienced water-industry reviewer. Illinois reports are tied to your bank statements. IRS packages go to a licensed reviewer.

  5. You stay in charge

    You sign and file

Your officer reviews, decides, signs and submits. We never log in as you, sign for you or contact the regulator for you.

Public Filing Desk

We prepare the filing

  • Read your public record and send the free check
  • Turn your records into the filing, in the regulator's own format and order
  • Note the record behind every figure and list every assumption
  • Write plain filing notes for the person who submits

The check, as each service says

Reviewed before it reaches you

  • IRS: a licensed reviewer, an enrolled agent or exempt-organization attorney, signs off every judgment call
  • Water: an experienced water-industry reviewer checks every kit; where your state wants an engineer, yours signs that part
  • Illinois: every total tied to your bank statements; an optional second check by a governmental bookkeeper

Your organization

Your officer signs and files

  • Makes every decision the rule gives to you
  • Signs, using your own login, fax or portal
  • Sends any notices to customers or chapters
  • Keeps every password; we never ask for one

We give no legal, accounting, tax or engineering advice. Where a question needs one of those, we say so and you take it to your own lawyer, accountant or engineer. The full process, from first email to filing

Why a fixed price

You know the cost before you commit, and it fits a small budget line.

Set by a count you can check

Water: your service connections. Illinois: your late years, funds and accounts. IRS: your chapters. The free check tells you which size you are before you ask for a quote.

No hours, no expenses

The quote is the price. Where a reviewer is part of the work, the reviewer's fee is inside it. Nothing is added later for questions, follow-ups or revisions inside the scope.

Paid after delivery

Water systems and Illinois units pay on invoice after delivery, net 30, with no deposit. Nonprofit parents pay half on order and half on delivery.

Written for a board packet

A one-page quote and scope addressed to whoever approves the spend, plus your vendor forms completed on request. A water system can attach it to a grant or loan application.

Fixed if the regulator sends it back

If the state, the Comptroller or the IRS returns a filing for a reason inside our work, such as a figure we entered wrong, we fix it at no charge.

Easy to end before we start

Either side can end the agreement before work starts, by email, with a full refund of anything paid. Work starts on the day we tell you so in writing.

All prices, payment terms and what is never included

The calendar

Every date on this site, in order

Dates come from the rule text or the program's own page, read on October 13 and 14, 2026. State funding dates move; check the program page before you rely on one.

Deadlines for the three servicesOldest first. "About" marks a date we computed from the rule.

Built on public records

We start from the same public files your regulator keeps.

Every free check is built from these records, so you see what we see before you spend anything. These counts are ours, taken from the files on the dates shown.

Water

44,741

active community water systems serve 10,000 people or fewer.

4,325,243

of their service lines are still listed as lead status unknown, 21.8% of the lines reported.

EPA Safe Drinking Water Information System, pulled October 13, 2026. State by state and the method

Illinois

456

local governments were on the Comptroller's late list, with 978 late reports between them.

US$1.88M

is what the daily schedule adds up to on the 499 late reports for fiscal 2025 and later, before any reduction.

Illinois Comptroller, delinquent local government reports, list dated October 13, 2026. How the fees add up

IRS

3,957

parent organizations hold an active group exemption letter.

876

of them show chapters in more than one 501(c) paragraph (321) or no chapters at all (555).

IRS Exempt Organizations Business Master File, downloaded October 13, 2026. What the rule asks

Every rule fact links to its source

On each service page, the rule text or program page sits under the claim it supports: the eCFR for EPA's rule, ilga.gov for Illinois statutes, the Comptroller's own instructions and FAQ, and the IRS revenue procedure, notice and form. If a source changes, we change the page.

Plain limits

What we are, and what we are not

We prepare documents for your review and filing. Being clear about the edges is part of the job.

  • We are not a CPA firm, a law firm or an engineering firm. We do not audit, give a legal opinion or put a seal on anything.
  • We never contact EPA, a state agency, the Illinois Comptroller or the IRS for you, and we never speak for you.
  • We never ask for a password to a government portal, a bank or an IRS account. You keep your logins and file yourself.
  • We do not decide for you. Which chapters stay, which audit route your board takes and how your plan sets priorities are your organization's calls.
  • We are a private company, not part of or endorsed by any agency. We do not name clients without their written permission.

Tell us which filing you owe. We reply within 2 business days.

Send your water system ID, your Illinois unit name or code, or your nonprofit's name and group exemption number. You get a free one-page check built from the public record, then a fixed written quote if you want the work done.

We work by email, so you have everything in writing. No calls needed, no passwords ever.
